yes it is. I just bought one a few weeks ago.
All the red parts are orignal, Braden LU-4 winch also used on the M-37 trucks, the diamond plate cover and the rollers were added by the fire dept.

cool thanks was not sure saw other winches they were way diffrent so the fire department did some of the work that makes it look the way it does now

i also have a boom that came with my 715 hooks in the back for picking things up is that from the military or the F.D

That is a picture I had saved for reference. My winch is setting on my garage floor. (I hope it works) Do you have a picture of the boom. I would have to asume it came from the FD.
i will take more pics soon do you want to see it in the 715 or off of it i assume the winch it part of how it all works but never was shown how
