My truck did not come with any rubber. It was a clamp that was hard bolted to the bumper.

Here is mine, you can see the strap broke and its a little bent, the end of it is still under the bolt in this picture. If this was stock, it did not have any rubber.
I repaired it and sold it to someone else that was looking for one some time ago.
Mine had the rubber piece still intacked but dry rotted.
The NOS one that I just bought from VPW is identical to my old one.

Interesting, appears I too have an after-production modification (or they changed production styles over the years). My bracket is bolted to a hole in the frame that would be just left of the edge of the photo above and is just a thick strap that's actually welded to the side of the tailpipe--no pipe clamp or anything like that. No provision for expansion/contraction and no soft gasketing.
I can't tell if the forest service paint extends under the bracket or not because heat has stripped that area of paint.
Sorry--didn't bring the camera to work today.
