Metalcraft Fire Extinguisher Rechargeable?

I bought this Metalcraft fire extinguisher a few years ago on eBay to mount in the factory driver seat back mount. Now I realize maybe I should have a functioning unit instead of decorative. Does anyone know if it can be recharged?

Ive taken several old fire exts. to the local extinguisher place and they have told me that if it has a metal head, they can recharge it.
They do want to pressure test some older cylinders prior to recertifying and filling them (for an extra fee). if it passes, then you'd have a working/decorative fire extinguisher

You probably don't want to recharge it with the original halon 1301. that would cost big $$. There are substitutes that are substantially cheaper though.
