The preload is checked WITHOUT the oil seal installed. The yoke nut must be torqued to spec. Also, the spacer, and various shims that are on the shaft between the bearings are what determines the preload. More shims allows the the shaft to be "looser" , less preload; conversely, less shims or thinner shims puts more of a preload on the bearings. the force to rotate the shaft should be in the inch pound range. Once you get the proper preload, remove the U joint flange and install the seal, reinstall the flange and torque the nut to spec.
