If the hole is on a flat surface, how about just making a steel plate of about the same thickness as the fender and just attaching it with screws. I would look like some kind of inspection plate and you could go back to the fording stuff later. If it is on a contour, or bent/formed location, it could be different and more difficult but you may still do the same.
Of course, paint it the same color as the fender...
You could attach a slave cable receptical in the hole. It's the wrong location, but it may look like it belongs, as long as you're not a perfectionist. Why did you remove the tube, and is it for sale?

cut out & paint a piece that fits the hole. go to the local hardware store & buy a roll of magnetic strip. cut a piece long enough to reach across the hole leaving an inch or so on each side. feed it through & slide it back so it's even on both sides. just put the patch on the magnet.
