    Here is a link to the PA DCNR page that lists the rules for acquiring vehicles for fire departments in the state. The company I used to run with has 3 that they acquired through the state, the state crew I'm on used to have one but turned it back in. It seems like the state just acts as an agent for the local department when dealing with the federal government program.
