Yes you have PMs and you can subscribe to threads and get updates.
You get access to username and avatar in threads but can see member profiles by holding your finger on a thread (at least on android).
Youtube links work and you get the mobile sites in the browser for photo websites.
You don't get the online service manuals but you do have all the forum features in the app.

Not sure what happened but I'm getting a message, "the forum has been deactivated from tapatalk, contact your administrator".

Well I updated the plugin to the latest version this morning around 6 am central time...mayb I blew it...will look into this.
