Toby Sexton tire has them for about $12 ea. and should have the flaps also.

This is where I bought my tubes and flaps, I think it was a bit above 100 bucks for 4 of each. Just tell them your tire size and they'll come up with the closest tube size. You also have to tell them the valve location and request the shortest valve they have - I bought one tube from them to replace a flat and it had an obscenly long valve that sticks past the wheel.

Get 1100x20 radial tubes from a local truck tire shop. They will make ease of mounting a snap. Slap the tube in the carcass, inflate it so it takes shape, then drop it over the can and push the stem out the stem hole. Beat the ring on and you're set. When you inflate the 20" tubes, they'll expand in toward the rim. MUCH nicer then trying to mount a 16" tube that hangs up on the rim while you trying to get them together.
