Its possible...hard to prove otherwise now though....
With winch, you still need someone in the cab to operate the lever, so the foot pedal would work just as well?

In theory, yes. However you want the engine speed very constant with the winch going. A hand throttle is constant compared to your foot no matter how steady you think you might be. That pto drive line gets wound up, let off of and then snapped on the power again and bad things could happen.
Now, having "soldier B" inside the truck with a foot near the clutch anytime the winch is being used is not only smart, it is pretty much required unless you want to make the Darwin awards list. PTO winches will mess up equipment and people very fast.
Nothing like standing outside the truck and watching the line spool onto one side of the drum and wedge the winch apart in slow motion.......
